Drinking & Driving: Alcohol: Problems & Solutions
Driving while either intoxicated or drunk is dangerous and drivers with high blood alcohol content (BAC) are at increased risk of car accidents, highway injuries and vehicular deaths. Prevention measures evaluated include license suspension or revocation, impounding or confiscating vehicle plates, enforcing open container bans, increasing penalties such as fines or jail for drunk driving, mandating education for young people, and lowering legal BACs.

The BAC Debate
Facing pressure from the federal government, most U.S. states have either already shifted, or are in the process of shifting, their blood alcohol content (BAC) arrest threshold from .10% BAC to .08% BAC. But even .08 is not the "bottom line."

What the Research Says About Treatment Effectiveness and Ways to Apply This Research
This article comes from the National Commission Against Drunk Driving web site. It talks about how traditional legal sanctions, such as license suspension and incarceration, have been an effective deterrent among the general driving population, but they have not proven to be as effective with multiple offenders, who are likely to have severe alcohol problems.

This is the California DMV vehicle code that pertains to refusing a chemical test.

Blood Alcohol Level
California laws lowering the legal definition of DUI impairment to 0.08% BAC and requiring the immediate license suspension of persons violating that law have proven to be effective in reducing the incidence of alcohol-involved accidents, according to a recent California Department of Motor Vehicles' Research and Development Branch publication.
